28.2.10: Soldiers disturb and assault B'Tselem’s video photographers in the West Bank despite army’s declaration that filming is permitted


In early 2007, B'Tselem launched a camera distribution project in which it supplies video cameras to Palestinians living in areas in the Occupied Territories where confrontations commonly occur. The project’s objective is to aid Palestinians under occupation to bring the reality of their lives to the attention of the Israeli and international public, expose violation of their rights, and demand redress.

Since the project began, there have been many cases in which soldiers and officers prevented B'Tselem’s workers and volunteers from filming events in the Occupied Territories, even though there is no statutory prohibition on filming such events. In some cases, security forces used violence against the workers and volunteers, and there have also been instances in which soldiers confiscated the cameras. In their response to B'Tselem’s repeated complaints about these actions, army officials stated that there is no law prohibiting filming, including during operational activity, and that filming is forbidden only if its aim is to obtain confidential information or if it disturbs ongoing army activity. They also pointed out that the forces serving in the field have been given explicit directives regarding the matter.

Despite these clear statements, we find that, again and again, B'Tselem’s workers and volunteers are harmed while documenting human rights violations. This indicates a gap between the army’s official policy, which is presented to the world, and the actions of the forces in the field. It also shows that the army is not doing enough to explain to soldiers that it is forbidden to harm persons who are filming.

In recent months, B'Tselem has submitted several written complaints about soldiers harming persons filming on its behalf. As far as we know, no suitable measures have been taken against the soldiers. This policy transmits a message to soldiers in the field that if they assault photographers or damage their property, they will not be punished.
Documentation of events on video is one of B'Tselem’s principal tools in advancing the protection of human rights in the Occupied Territories. There is no substitute for visual documentation of an offense committed by security forces. Often, incidents occurring in the Occupied Territories are published in the broadcast media only if filmed material accompanies the report.

B'Tselem calls on the army to act in accordance with its statements and ensure that its declared policy is implemented in the field. The army must also take suitable measures against anyone who disturbs the photographers during the course of their work.

General Assembly calls for ‘credible’ probes by both sides into Gaza conflict
26 February 2010 – The United Nations General Assembly today called for “independent, credible” investigations by both the Israeli Government and the Palestinian side into the deadly conflict in the Gaza Strip that started in late 2008.

At a meeting today in New York, 98 Member States voted in favour of a resolution on the follow-up to the report of the UN fact-finding mission on the Gaza conflict, and seven voted against it, with 31 abstentions. Assembly resolutions are non-binding.

The four-member fact-finding mission, led by Justice Richard Goldstone, a former UN war crimes prosecutor, found that both Israeli forces and Palestinian militants were guilty of serious human rights violations and breaches of humanitarian law during the Gaza conflict. Its findings, contained in the so-called Goldstone Report, were endorsed by the Assembly in November.

Earlier this year, Secretary-General Ban Ki-moon transmitted a follow-up report concerning the implementation of the recommendations made by the team and containing submissions from the Israeli Government, the Palestinian Authority and the Swiss Government.

“International humanitarian law needs to be fully respected and civilians must be protected in all situations and circumstances,” Mr. Ban wrote.

Today’s resolution reiterated that the investigations carried out by both sides must conform with “international standards into the serious violations of international humanitarian and international human rights law reported by the fact-finding mission, towards ensuring accountability and justice.”

Operation ‘Cast Lead’ – the three-week military operation which Israel said it launched in response to rocket and other attacks by militants in Gaza – left over 1,400 people dead, injured 5,000 others and reduced homes, schools, hospitals and marketplaces to rubble.

On Saturday 27th February 2010, members and supporters of the Ireland Palestine Solidarity Campaign took to the streets of Dublin asking consumers and retailers to boycott Israeli Apartheid products in solidarity with the Palestinian people who continue to suffer incalculable misery at the hands of the Israeli state. The action marked the beginning of international Israel Apartheid Week.

At 1pm a crowd assembled at the Spire on OConnell Street, holding banners and placards and distributing leaflets. They were addressed by Dr. Raymond Deane, a founder member of the IPSC. Outlining the rationale for Boycotting Israel, Dr. Deane stated that Twenty years ago we found that the Boycott was the best weapon for ordinary people to help bring down the Apartheid regime in South Africa.

Dr. Deane continued: But isnt Israel completely different from South Africa? Yes, it is different because it is worse, and we have heard this from people like Archbishop Tutu, and Ronnie Kasrils a former Minister in the South African government who pointed out that they didnt bombard or starve the townships the way Israel does in the ghettoes they force them into in Gaza, the West Bank and East Jerusalem. After the short rally the participants divided into three groups and staged a peaceful protest and leaflet distribution outside the entrances to Jervis Shopping Centre.

The Jervis Centre hosts not only Marks and Spencer and Tesco who both stock Israeli produce, but also a Sea Spa stall - manned by ex-Israeli military staff - which sells products from the Dead Sea. Despite the peaceful nature of the protest, on a public street, the Jervis security called in the Gardai in an (unsuccessful) attempt to have the protest moved.

The picket lasted for an hour and a half, with 1000s of leaflets handed out to consumers, while people held large banners saying Boycott Apartheid Israel, Dont Stock Israeli Apartheid Goods and - in a reference to the use of Irish and other international passports by the Israeli Mossad in the criminal extrajudicial assassination of a Hamas member in Dubai last month - Boycott Israeli Terrorism.

Speaking about the Mossad assassination, IPSC Chair Dr. David Landy said: he misuse of Irish and other international passports by Israeli Mossad agents in the extrajudicial assassination of a Hamas member in Dubai is but the latest outrage perpetrated by the rogue state of Israel. In fact it is by no means the worst of Israel's crimes. However, all Irish citizens should be worried that Israel is now abusing Ireland's good name in the Middle East by dragging us into their dirty war against the Palestinian people. For this reason it is more important than ever that we step up the BDS campaign, both to try and help force Israel to comply with International Law and to show Palestinians that people in Ireland will not stand idly by while Israel abuses our own national sovereignty. Trying to convince Irish shoppers to boycott all Israeli products is the very least we can do in this regard.

Todays successful action marked both the start of international Israeli Apartheid Week and the beginning of the Dublin IPSCs monthly Boycott Israeli Goods action campaign which will see similar actions take place on the last Saturday of every month.

On the afternoon of February 25, 2010 about 300 Palestinian, Israeli, and International activists met at the Hebron municipality where they made posters, distributed t-shirts and hats, and spoke with media personnel before they began the march towards Shuhada Street in Hebron. The protesters marched in the rain waving flags, linking arms, and chanting slogans in Arabic, Hebrew, and English. The protesters remained true to their commitment to nonviolence, yet they were met by a very heavy army presence which was quick to deploy harsh crowd dispersal techniques that included a heavy amount of tear gas and stunt grenades. The tear gas canisters were fired from all directions, often coming very close to hitting people. A few elderly protesters fainted and were evacuated by ambulance. Protestors scattered and rain in all directions to avoid the tear gas, but the army appeared to be surrounding the protest and shooting from all sides. The army continually tried to push the protesters further back by creating a human wall and physically pushing the protesters who, in response, formed their own wall to withstand the pressure. Three Israelis were picked out the crowd at random, taken away by the police and detained temporarily. One international activist was arrested and then released several hours later. The clashes between the military, police, protesters, and a few notorious settlers continued for about an hour and 45 minutes until a final barrage of tear gas caused everyone to retreat.

Regavim, A right wing Israeli settler group, is lobbying for the move, which would make about about 100 families homeless.

Israeli authorities have already given orders to knock down a school and many shacks in the village.

But many Palestinians had to pay without being qualified to receive any of the benefits, prompting the NGO to accuse the government of "theft".

"Manchester University. 18th February 2010. Students protest against the invitation to the Israeli deputy ambassador to speak at the university Politics Society. It was organised by Action Palestine and supported by activists from Greater Manchester Stop the War. The protest took place on the steps of the Steve Biko Student Union building. The building was named after a murdered anti-Apartheid campaigner. The students argue that the deputy ambassador is the representative of, and apologist for, the Israeli Apartheid state which was built on the ruins of Arab villages ethnically cleansed by Zionist pogroms and terrorism. See the book 'The Ethnic Cleansing of Palestine' by Israel's greatest historian Ilan Pappe, formerly of Haifa University, who was forced out of Israel by the climate of hate and intolerance. So much for 'freedom of speech'.

Anger grew as Israeli lawyers threatened the Student Executive from cancelling the proposed visit in line with Student Union policy, which was agreed last year at a 1,200 strong meeting in support of the Palestinians.

Israel tramples on democracy in Gaza and they thought they could do the same at the University of Manchester Student Union!

A few days before the deputy ambassador was due to speak, the British press broke the story of MOSSAD's targeted assassination of a Palestinian HAMAS leader in Dubai. The deputy ambassador promptly cancelled her speaking engagement at the university without explanation. Was this because she did not relish the idea of spending the day fielding questions about allegations that MOSSAD had 'cloned' UK passports?

A few days after the protest took place, the London Independent newspaper broke another story, 'Israeli Agents Go on offensive', which revealed that the Israeli government has launched an international PR campaign to claw back some of the ground lost since the Gaza bombings last year. It is sending Israeli agents abroad to implement this campaign. Was the deputy ambassador's abortive visit a part of this campaign?

Student union policy on Gaza was established in February 2009. It resolved to support the Boycott, Divestment and Sanctions (BDS) campaign against Israel. The text of the resolution is available here:

Apparently, the ambassador has only postponed her speaking engagement. Students are therefore continuing their campaign to cancel the invitation to speak extended to a representative of a regime of war criminals. Tzipi Livni, Israeli Foreign Minister during the Gaza bombings, cancelled her visit to Britain recently because she was afraid that she might be arrested for war crimes. The UN Goldstone Report (Goldstone is a South African Jewish Zionist) recently stated that war crimes had been committed by the Israeli government during the bombing of Gaza."

Israel Accused of Stealing Identities, Using Fake Passports in Killing of Hamas Commander in Dubai

Israel is under growing international pressure over the assassination of a top Hamas commander in Dubai last month. On Thursday, the international police agency Interpol placed eleven members of an alleged hit squad on its most wanted list. The team of eleven suspects included six holding fake British passports bearing the names of Israeli citizens and three holding Irish passports. At least seven of the names on the passports belong to Israeli residents whose identities had been stolen.

Israel's separation wall has generated anger and protest all over the Palestinian territories.

For one small village on the ouskirts of Bethlehem, the wall has effectively created a prison for its Palestinian residents.

Al-Nu'man village was cut off from Jerusalem and the rest of the West Bank in 2003 and it is walled in on three sides by the wall, which was illegally constructed beyond the Green Line of armistice drawn after the 1949 Arab-Israeli war.

A permanent checkpoint is now the only entrance to and exit from the village.

The peaceful demonstration in the Occupied West Bank village of Al Masara by Palestinians and Internationals was aggressively dispersed using tear gas & sound bombs, today, by Israeli Occupation Forces (IOF). This is the second week that the IOF have been using increasingly violent methods to repress non-violent demonstrations in Al Masara, a reflection of their tactics across the villages of the West Bank.

Approximately 70 Palestinians and 14 Internationals, including 3 Israelis, gathered to protest against the construction of the Israeli apartheid wall which is illegal under international law. The wall runs through the land of the village, the completion of which will block the residents from their farmland; they have already lost more than 350 hectares of land to a nearby Israeli settlement.

Men and women of all ages assembled after the Friday prayer, marching through the main road of the village where they were addressed by the organisers of the demonstration, the Popular Committee Against the Wall. This was followed by an address by the Democratic Front for the Liberation of Palestine, who participated in the demonstration as part of their 41st anniversary.

Barbed wire was laid across the road and the procession descended towards their farmland onto a parallel road used by Israeli Settlers, at which point an IOF jeep approached. Soldiers exited and began firing tear gas and throwing sound grenades into the group. Some local youths responded by throwing rocks at the IOF as the whole group fled back to the village. Soldiers pursued into the village whilst continuing to fire tear gas and sound grenades at the group. Many residents suffered from the effects of the tear-gas in their homes and an eighteen-year old participant was injured by a tear-gas shell.

Sound grenades were used at very close range by the IOF to displace the press and international activists, and physical aggression was used against both an ISM member and a Palestinian man. An ISM member also filmed a soldier firing tear-gas canisters directly into the crowd at head level, which included young children.

1,000 Demonstrators Marked Five Years of Protest in Bil'in by Dismantling Portions of the Wall

One week after work to reroute the path of the Wall in Bil'in had began, more than a thousand demonstrators celebrated five years of struggle by dismantling a section of the Wall and taking over a military post. Among the demonstrators were Palestinian Prime Minister Salam Fayyad, Nabil Sha'th, Mustafa Barghouthi and the mayor of Geneva.

One week following the victory forcing Israel to begin rerouting the path of the Wall, and under the shadow of an unprecedented wave of repression against the popular struggle, over a thousand protesters took part in a demonstration at the west Bank village of Bil'in, marking five years of struggle there. At the height of the demonstration dozens of protesters stormed the Barrier, toppled some 40 meters of it and crossed to village's lands. Protesters also managed to take over a military post adjacent to the path of the Wall for a short time.

In a show of support of the popular struggle and the village of Bil'in, hundreds from all across the West Bank joined the demonstration today, as well as many Israeli and international activists. Among the many supporters were also the mayor of Geneva, Nabil Sh'ath, Mustafa Barghouthi and Palestinian Prime Minister Salam Fayyad who said that popular resistance like the one employed in Bil'in can tip international public opinion against the Occupation.

During the demonstration two demonstrators were lightly hurt. One was struck with a tear-gas projectile in the leg and another was shot in the stomach by a rubber-coated bullet.

“The Israeli court had already ruled two years ago that the Wall here should be rerouted, but it is our struggle, not their court, that forces the Army to implement this decision now” Said Mohammed Khatib, an organizer from the village. “The International Court of Justice in the Hague ruled that the Wall should be dismantled in its entirety, and not just partially like the Israeli court had ordered. Today the demonstrators made an important step towards the implementation of this decision” Khatib added.

Last week, 2.5 years after an Israeli Supreme Court decision deeming the path of the Wall on the lands of Bil'in illegal, preliminary infrastructure work to reroute the barrier in accordance with the ruling has finally began. Since the ruling, the state has twice been found in contempt of court, for having not implemented the decision.

Roughly 680 dunams of the 2,000 dunams currently sequestered by the Wall will be returned to the village following the court-ordered rerouting of the trajectory. While the rerouting is viewed as a victory, demonstrators vowed protest will continue until the Occupation is over and the Wall is dismantled in its entirety.

Demonstrations against the Wall and settlement expansion also took place today in the villages of alMa'sara, south of Bethlehem, Ni'ilin and Nabi Saleh, where 10 protesters were hit by rubber-coated bullets, including a Swedish national who was struck in the mouth.

POLICE CONFIRMS ISRAELI MOSSAD WAS BEHIND MURDER IN DUBAI HOTEL

British government sources say members of an alleged terror team, charged with murdering a senior Hamas commander in Dubai last month, were Israel's Mossad agents.

The sources told The Daily Telegraph on Tuesday that three Irish passport holders who were allegedly part of an 11-member hit squad that murdered Mahmoud al-Mabhouh on the January-20 terror operation "were most likely Mossad agents carrying false documentation."

Last night, Dubai Police Chief Gen. Dhahi Khalfan Tamim released the passport photographs of suspects that include 10 men and a woman, vowing to issue arrest warrants against them.

Six of the suspects carried British passports; three others had Irish passports, while the other two possessed French and German documents.

Based on the report, British officials have ruled out the involvement of any Irish nationals in the plot, arguing that they "were Mossad agents using (false) Irish passports."

A spokesman for the Irish Department of Foreign Affairs also denied the allegation, saying "The Irish embassy in Abu Dhabi is in constant touch with the Emirates on a daily basis, but have received no official confirmation on any Irish nationals being involved."

The sources also dismissed the involvement of British nationals, saying that "there was no corroboration within Whitehall of any British involvement in the assassination plot."

Dubai's police had previously threatened to arrest Israeli Prime Minister Benjamin Netanyahu if it determined that Mossad was behind the terror operation.

The police chief said last night that "We do not rule out Mossad, but when we arrest those suspects we will know who masterminded it."

In the name of tolerance, and human dignity, the Israeli regime is intent on razing the oldest cemetery in the Holy City of Jerusalem. The goal is clear: erase anything to do with the past and the identity of Jerusalem that does not conform with the Zionist vision.

For decades, this regime has been implementing policies that aim to ethnically cleanse the city of Jerusalem, as well as, other parts of historical Palestine. The regime attempts to conceal these policies and measures in various ways.

Its the turn of the 12th century Mamilla cemetery in Jerusalem. The facacde cannot be more ironic: the regime intends to build the Center for Human Dignity - Museum of Tolerance on the ruins of the cemetery.

Of course, this is only part of the racist policies of the Israeli regime, where it is only non-Jewish sites that get destroyed, regardless of their historical, religious or cultural values. However, for the first time in two years Israel has given permission for Gaza's farmers to export a limited amount of strawberries and carnations to Europe.

DUBAI, (PIC)-- The police in the Emirate of Dubai has announced on Monday the arrest of two Palestinian citizens, including an officer in the Ramallah-based PA authority, involved in the killing of Hamas leader Mahmoud Al-Mabhouh last month.

Eleven more European nationals, including six Britons, three Irish, one French, and one German were also accused of masterminding and executing the assassination.
"Soon we will issue arrest warrants against the 11 European suspects who used sophisticated technology to kill the victim. However, we don’t rule out the possibility that the Mossad (Israeli external intelligence apparatus) is behind the plan, but we shall wait till we arrest and interrogate the suspects to know who was really behind the assassination", said Dhahi Khalfan, the chief of police in Dubai.

He explained that the assassins arrived to the Emirate in three groups and left it within 24 hours, adding that passports of the killers were all genuine until otherwise proven.

He also revealed that the two arrested Palestinians were suspected of providing logistic support to the assassins identifying one of the Palestinians as a police officer in the Ramallah authority who had met with the leader of the group whose name is Peter, a French national.

The plan:
The Dubai police exhibited photos captured by the surveillance cameras installed in and around the hotel where the crime occurred, saying that the assassins succeeded in decoding the door key of Mabhouh's room, while he was outside, and waited for him inside it before they suffocated and killed him.

The police added that the suspects left some medicines next to Mabhouh's body in an attempt to deceive the police investigators, confirming that the plan was cooked in the room of Peter who booked a room adjacent to that of Mabhouh.

The police also revealed that the assassin group used hi-tech communication tools that couldn’t be intercepted by the Emirates communication channels, and they paid in cash for the hotel instead of credit cards.

"We know each one of them and where they live, but we will chase them through international channels after we published their names and photos", underlined Khalfan.

Hamas's reaction:
For its part, Hamas's political leadership asserted that the involvement of two Palestinians, including an officer in Ramallah authority, confirms that the security coordination between the PA and the Israeli occupation has "gone beyond borders".

"Initial information revealed by the police in Dubai proves that Abbas's security departments were extending the security coordination with the Israelis outside the Palestinian borders", said Dr. Ismail Radwan, one of Hamas political leaders in Gaza, urging the Ramallah authority to explain the involvement of its security officers in the assassination.

Dr. Sami Abu Zuhri, the spokesman of Hamas in the Gaza Strip, hailed the efforts of Dubai police in identifying the killers, describing the revelation by Dubai police about the involvement of the Ramallah security apparatuses in the killing as "serious".

But Abu Zuhri confirmed that regardless of the nationality of the killers, Hamas still believes the Israeli Mossad was the party that masterminded the assassination of Mabhouh using a number of its agents to carry out the crime.

MP Dr. Salah Al-Bardawil, another Hamas political leader in the Gaza Strip, asserted that the burden now is on Fatah faction to explain its stand regarding the findings of the Dubai police, stressing that the two Palestinian agents should be prosecuted.

He also urged the Dubai police to coordinate with Hamas Movement and to furnish it with the information surrounding the crime, explaining that Hamas Movement was the first party concerned about Mabhouh, and has the right to prosecute his killers.

Moreover, Bardawil invited the countries whose nationals were involved in the killing to surrender them to the authorities in Dubai so that justice could take its course.

According to Dubai police, the two Palestinians escaped to Jordan immediately after the crime, but they were arrested there and turned over to Dubai police.

Dubai police hunt Hamas killers

Dubai's chief of police says an 11-member hit squad carrying European passports was responsible for last month's murder of a prominent Hamas member.

Mahmud al-Mabhuh was found dead in his luxury hotel room.

Police have said they will issue arrest warrants soon.

Two Palestinians suspected of providing logistical support have also been detained.
