Ramallah, 22/12/08. Even before the official end to the ceasefire between Israel and Hamas, Israel began initiating a public relations campaign, aimed at both their own people and the international community, which would 'prepare us all' for the eventual military assault on the tiny, besieged Strip.

Though to many, it may seem cynical that Israel would consider a dramatic increase in violence against Gaza while the eyes of the world are on the little city of Bethlehem, one should keep recent history in mind.

In the past Israel has staged incursions into the Occupied Territories when the attention of the world and the press are elsewhere. Only in this scenario will the world's fourth largest military power be allowed to attack the world's most densely populated and desperate population, with overwhelming force, without the risk of widespread condemnation.

We believe that the public relations campaign of Israel is not an exercise, and that there are talks going on at all levels concerning the possibility of a full-scale invasion and reoccupation of the Strip. We believe that such an attack would result in the deaths of hundreds if not thousands of innocent Palestinian men, women and children, and cause a lot of pain and suffering for both sides.

One death is too many, and in the spirit of Christmas we urge the international community to step in to prevent such a crisis from occurring while our eyes are averted. Furthermore, we urge the international community to begin taking proactive steps to ending the siege of the Gaza Strip, so that those hundreds that we may save today, do not die tomorrow by the negligence of basic human rights.

« Israel maintains its Gaza siege in its full fury, allowing only barely enough food and fuel to enter to stave off mass famine and disease. Such a policy of collective punishment (…) constitutes a continuing flagrant and massive violation of international humanitarian law.

A constant crisis

The Gaza Strip has been facing a humanitarian crisis ever since April of 2006, when border closings and the lack of foreign aid caused a severe shortage of fuel, foods and medical care. Gazans suffer shortages of essential commodities and the rise in market prices has made it difficult for families to have an adequate, healthy and balanced diet.

The Karni crossing, which serves as the main conduit for commercial goods into Gaza, has been closed since June 13th, 2007. This has devastated the Gazan economy. "In June 2007, there were 748 truckloads of exports leaving Gaza for Israel and other countries. A month later there were none".

In Gaza over 80% of Palestinians are now depending on foreign aid compared to 63% of 2006. Unemployment in Gaza is close to 40% and is set to rise to 50%. The private sector – that generates 53% of all jobs in Gaza is crumbling.

The health sector remains unstable as the severe lack of fuel causes power cuts. According to the July 2007,UNRWA Gaza Situation Report, primary and secondary health care facilities are still functioning de-spite shortages of electricity and supplies such as X-ray film, laboratory kits, patient beds and examination tables. However there are ongoing shortages of chronic disease drugs and anaesthetics, and a considerable portion of equipment and machines are out of order, overloading the remaining capacity of hospitals. 160 types of medicine have already run out in Gaza due to the blockade. Supplies of another 130 will run out soon and at least 90 medical equipment, including 31 dialysis machines, are out of order.

WHO reports that at least 51 people have died from October 2007-July 2008 as a direct result of not being able to access medical care outside Gaza – among these were 11 children.

The fuel shortage and the lack of spare parts required to repair and upgrade Gaza's wastewater treatment plants have forced the Coastal Municipalities Water Utility to continue dumping approximately 84,000 m3 of raw and partially treated sewage into the Mediterranean Sea each day. Observers highlighted the imminent disaster of sewage flood in the Northern Gaza Strip. If measures are not taken soon, there will be a huge sanitation crisis.

Today, the European Parliament gathered to hold a vote on the implementation of the EU-Israel Association Agreement. Such an agreement would have strongly enhanced the relationship between the EU and Israel, and provided Israel with the status of a quasi-member, despite its daily violation of international law, and aggression towards the Palestinian people. With a small majority, the EU deputies postponed the vote to January. “We are thankful to the European civil society and parliamentarians for their support, but more action is now needed if Europe wants to make her voice heard, and pressurise the Israeli government to reach a real peace process agreement”, said Mustafa Barghouthi, who has been meeting several EU deputies to advocate against the agreement.

“As long as Israel does not respect any international and human rights laws, and as long as it maintains its ongoing apartheid policy, its occupation and its aggression toward the Palestinian people, Europe should not consider Israel neither as a reliable partner nor as a democratic State whom to deal with” affirmed strongly Dr. Mustafa Barghouthi, the Secretary General of the Palestinian National Initiative.

The EU-Israel Association agreement will enable far greater Israeli participation in European Community programs. This agreement offers a status of quasi-EU member state to Israel, a country that has been violating for decades, and in impunity, international law standards, and does not respect the rulings of the International Court of Justice in The Hague.

The Association agreement involves the strengthening of a broad spectrum of ties with Israel – including economic, trade, academic, security and diplomatic relations – at a time when the European Union should be challenging Israel and holding it accountable for its persistent violations of human rights and international law.

The Parliament’s vote on this issue was originally not supposed to occur before 2009. But suddenly this week, an announcement was made about moving forward the debate and the vote to December 4th. As a consequence, a very short time was allowed for the civil society to organise mobilisation and make her voice heard.

Despite the lack of time, and the clear attempt from both the EU and Israel to minimize the voice of the civil society, and to manipulate the democratic process, civil society and solidarity groups throughout Europe managed a fast-steady mobilisation campaign, empowering the civil society voice and passing their message to their EU representatives.

Dr. Mustafa Barghouthi joined the cause of the civil society and held several meetings with various European deputies and international figures in order to raise the Palestinian voice and advocate against the agreement without any Israel real compliance.

Despite the presence of Tzipi Livni, who clearly went to Brussels to put pressure and back up the initiative, the European deputies voted for the postponing of the vote on the EU-Israel Association Agreement to January 2009. A small majority of European deputies (194 deputies) voted for the postponing (all the left-wing groups and some from the right) while 173 voted against.

The postponing of the vote was justified by the fact that the situation in Israel and Palestine has not evolved in conformity with the commitments that resulted from the Annapolis Peace Conference in November 2007.

For the first year anniversary of the Annapolis peace process, Mustafa Barghouthi presented current facts on the ground in order to demonstrate the lack of impact the Annapolis conference has had on the establishment of a serious and long-lasting peace process. “Since Annapolis, Israeli attacks have increased by 300%, the settlement expansion in the West Bank has risen 20 times and 38 times in Jerusalem; the checkpoints have gone from 521 to 699 and the building of the Wall continues. There were no negotiations”, confirmed the deputy.

By postponing the vote on the agreement, the European Parliament is aiming to put pressure on the Israeli government to commit to real steps toward Peace, respect the conclusion of the Annapolis round talks and improve the disastrous situation in the oPt, and especially in Gaza.

To Barghouthi, by postponing this agreement, the EU has sent the message that it condemns the Israeli apartheid regime, and that it will challenge Israel on its massive violations of Palestinian rights. “A great and necessary step forward has been taken. The European Union is on its way to hold a strong position to put pressure on the Israeli government. But more mobilisation is now needed in order to refuse such an agreement as long as Israel violates every commitment to peace and international law“, Mustafa Barghouthi stated.
The EU-Israel Association Agreement:

- Would offer to Israel full access to the EU’s scientific, academic, research and technical programmes;

- Would significantly deepen EU-Israeli cooperation and integration in many important sectors;

- Ignores the fact that these sorts of cooperation agreements which increase Israel’s relationships with the international community are one of Israel’s primary means to maintain the ongoing occupation, the displacement of, and systematic racial discrimination against the Palestinian people.

LARNACA - The Free Gaza Movement is delighted to announce that their third boat, the Dignity, carrying 27 crew and passengers, arrived in Gaza at 8:10 Gaza time, in spite of Israeli threats to stop them. In the pouring rain, the boat pulled into port amid cheers from the people of Gaza and tears from the passengers. David Schermerhorn, a crew member called an hour before the boat entered Gazan waters to say, “There is a rainbow stretching across the Mediterranean from where we are right now.”

Yesterday, the Israeli Navy said they would stop our vessel once it reached Israel’s territorial waters. Apparently to save face, they said they would harm our boat, arrest us and tow us IF we entered Israeli waters. The problem for Israel is that the Dignity had no intention of getting anywhere near those waters.

One of the organizers, Huwaida Arraf, cheered, “Once again we’ve been able to defy an unjust and illegal policy while the rest of the world is too intimidated to do anything. Our small boat is a huge cry to the international community to follow in our footsteps and open a lifeline to the people of Gaza.”

For the second time, the Free Gaza Movement has demonstrated that the might of the Israeli Navy is no match for a small boat of human rights activists determined to call to the attention of the world the occupation of the people of Gaza.

Dr. Mustafa Barghouthi, member of the Palestinian Legislative Council added, “Despite the injustice against the Palestinian people, we believe in justice and will keep on trying to break Israel’s siege. The occupation has divided the Palestinians, but our non-violent resistance has united us.”

Osama Qashoo, one of the organizers of the Free Gaza Movement, is overjoyed for the second time in three months, “We are all capable of leading a non-violent and effective movement to end Israeli Apartheid and expose the injustice that has been meted out to the Palestinians. We in the Free Gaza Movement have provided the new dictionary, it’s up to the Palestinians and Israelis and Internationals to add the words.”
